Unraveling Cultural Conditioning
The majority of homeschoolers in Ohio use the homeschool regulation (Ohio Administrative Code § 3321.04(A)(2) ). This consists of a Notice of Intent and yearly assessments (test or portfolio review).
However, Ohio has an additional option open to parents with bachelor’s degrees. This option is often called an 08 School (“oh-eight”) due to the section of code that deals with this option (Ohio Administrative Code 3301-35-08) but is more accurately titled a Non-chartered, Non-tax supported school. This option is for schools that are not seeking a charter from the state due to “sincerely held religious beliefs”. The primary benefit of this option is there is NO assessment requirement to report to the state.
If you or your spouse have a bachelor degree in ANYTHING then the 08 School option is terrific because it removes that additional layer of oversight by the state. This is excellent for unschoolers and anarchists that want to avoid truancy persecution but object to standardized testing or portfolio review by a state-licensed teacher. I, personally, want a testing-free learning environment for my kids. This takes Ohio from a Orange state to a Yellow state in my opinion (of course, discriminatory towards parents without bachelor’s degrees).
If you visit our friendly Ohio Department of Education website you’ll find a page on 08 Schools. I’m not going to link to it and I recommend very strongly that you steer clear of it. The “form” they “require” oversteps the law in several places. Never give more information than the law requires or give additional information to the state.

Caveat: I understand that there may be issues with using this for kindergarten because kindergarten education has additional rules. However, kindergarten is also not part of compulsory attendance, so you do not need to notify for kindergarten as a homeschooler anyway. My daughter would be entering first grade this fall (because she turned six in February) and this will be the first time I notify because it is the first school year where she falls under forced attendance rules. If you child has already been in school and you have to withdraw from kindergarten I think there may be additional rules or that you may need to be a regular homeschooler for K and then do an 08 school the following year.
I found this information VERY difficult to find if you are not a member of HSLDA (which you shouldn’t be part of a bigoted organization such as HSLDA who discriminates against same sex parents, unschoolers, and non-christians) so I hope this really helps people utilize this awesome option!
